Mohammed Fahir Amaaz, 20, is charged with causing actual bodily harm, assaulting an emergency worker and common assault, the Crown Prosecution Service said yesterday.
His sibling Muhammed Amaad, 25, is accused of causing actual bodily harm.
No charges will be brought against any police officers, the CPS added.
The brothers' solicitor Aamer Anwar last night said the duo, from Rochdale, "maintain their innocence and will vigorously contest the allegations".
These stem from a disturbance at Manchester Airport on July 23, which was caught on camera.
Footage of the kicking incident sparked wild debate on social media, and protests in Manchester city centre and outside Rochdale police station.
