Savannah Bentham died at her caravan home in East Heslerton, North Yorks, on Friday afternoon.
Police said a heroic passer-by had intervened then emergency services battled to save the youngster.
Her mother was heard screaming to neighbours "My baby is dead, my baby is dead" after she found that Savannah had been attacked by her recently acquired pet.
