However, the government emphasized that no child shall be expelled from any school until completing elementary education. Classes 5 and 8 mark significant transitions in Indian education, representing the completion of primary and upper primary education respectively.
The policy shift affects more than 3,000 schools, including Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas and Sainik Schools, following similar moves by 16 states and two Union territories since 2019.
"If the child appearing in the re-examination fails to fulfil the promotion criteria again, he shall be held back in fifth class or eighth class, as the case may be", according to the official gazette notification.
To be sure, a 2019 amendment to the Right to Education Act (RTE) made the policy optional after which at least 16 states and two Union Territories did away with the "no-detention policy" for the two classes, including Delhi.
