Tamzin Hall, 17, had been arrested and was being transported to custody when the police vehicle she was travelling in stopped on the M5 northbound between Taunton and Bridgwater in Somerset on 11 November.
Tamzin, a student from Wellington, Somerset, got out of the vehicle while it was stationary, jumped over the barrier and was struck by a car on the southbound carriageway.
