The late changes to the agreement between the Championship Board and the Professional Rugby Board (PRB) apparently on the subject of ground capacity, represent an attempt to exclude some Championship and in future some National 1 clubs from ever achieving promotion or alternatively show a complete lack of understanding of the current planning system in the UK and how it will affect clubs with promotion ambitions in the future.
Looking at the requirement for any promoted club to have a ground capacity of 10,001, underwritten by a valid planning permission which must be in place four years after promotion, the PRB are clearly not aware of the following or have deliberately crafted the requirement in the light of the following:
