ALMOST three-quarters of the £1.8billion set aside to compensate postmasters has not been paid out, shameful figures show.
A report also called on the Post Office to be kicked out of the process to address the Horizon IT scandal.
Just £499m has been received by victims, meaning more than £13bn - or 72% of the allocated pot - is unspent.
MPs voiced outrage after it emerged the Post Office paid £136m to lawyers.
The Commons Business and Trade Committee said fines must be issued if compensation targets are not met.
Data shows 14% of postmasters who applied before the original 2020 deadline have still not settled their claims.
Committee chairman Liam Byrne said: "Payments are so slow that people are dying before they get justice.
"But the lawyers are walking away with millions. This is quite simply wrong, wrong, wrong".
